Slumlords and unsafe rented property. Was this just a time bomb waiting to happen?

In the UK in the 80s Thatcher had a policy of selling council homes on the pretence of giving the present owner the right to own what was once rented. This was a lie as the motive was to remove social housing as a safety net for poor people to force these people into the hands of high rented low quality property and slum landlords that usually vote Tory.....which has happened. Council housing is the perfect way to destroy slum landlords but under this Tory government it wont happen....I dont mention LIB DEM input as it is a joke and not worth a mention as regards government policy.
