Don't sand the rims, sand the brakepads, or better yet, replace them, they are probably dried out. While you are at it, lubricate the brake cables, I bet the brakes will be fine after that. The derailleur cables are probably in need of lubrication as well. The cranks are decent quality on those bikes, checking the bottom bracket would be a good idea. This was a good quality hybrid, so a good overhaul , including re packing wheel bearings should yield a nice bike for tooling around, and even some longer rides.
